pollution to acting on it.
PUREPOLIS’ nine Project Results form a coherent pathway — from gathering richer real-world data to designing integrated strategies and translating them into policy. Every tool and framework is built to be open, replicable and usable by the cities that need them.
The pathway
We start by gathering richer, real-world information on pollution and people’s daily exposure (PR1–PR2). These data feed improved methods to estimate health impacts and identify who is most at risk (PR3–PR4), while helping us understand what drives behaviour and what makes change acceptable and sustainable (PR5).
Building on this evidence, the project develops robust ways to assess real-life measures in all their complexity (PR6) and to design integrated Dynamic Abatement Strategies that maximise co-benefits (PR7). All components come together in a Digital Twin (PR8) and are translated into practical guidance for public authorities (PR9).

PR1 - CITIZEN SCIENCE APPLICATION
What it is
A citizen science application that combines data collection and citizen engagement to better understand real-life exposure, behaviours and lived experience in the two case-study cities. It is built on, and connected to, existing local initiatives (Valencia al minut in Valencia; Naonair / NoiseCapture in Nantes), anchoring participation in already-recognised local ecosystems.
Objective
To generate real-time, citizen-generated data that complements conventional monitoring and improves the robustness of project analyses; and to strengthen engagement by returning understandable information to participants and supporting sustained involvement over time.
Format & key features
A digital application designed for repeated use and structured data capture, with engagement features such as gamification and a conversational-agent approach, plus the required Internet of Things (IoT) component. Data are consolidated into a shared data lake with appropriate security and privacy safeguards.
How it connects to the rest of PUREPOLIS
PR1 feeds the evidence chain of the project: it strengthens the empirical basis for understanding exposure and behaviour, and supports later tools that need “ground truth” on how people actually live in the city.
PR2 - NEAR REAL-TIME POLLUTION SOURCE APPORTIONMENT (NRT-PSA) TOOL
What it is
A near real-time tool to identify and quantify the main pollution sources affecting a city at a given moment. By combining monitoring data and AI-supported analytics, it helps cities move faster from “what is happening?” to “where does it come from?”.
Objective
To support quicker, better-targeted interventions by attributing measured pollution to its dominant sources in near real time, across air, and — in Valencia — flood-related soil and water pollutants.
Format & key features
A software tool fusing certified monitoring networks with AI/Machine Learning analytics, developed under LEITAT-led WP2 and validated on the case-study cities.

PR2 sharpens the inputs for health impact assessment (PR3) and informs which Zero Pollution Measures are worth evaluating (PR6) and where.
PR3 - IMPROVED RISK-BASED HEALTH IMPACT ASSESSMENT (HIA) FRAMEWORK
What it is
An enhanced framework to estimate health impacts linked to pollution exposure in urban environments. It combines an Agent-Based Model representing how exposure varies across people and places with epidemiological and toxicological approaches that support multi-pollutant assessment.
Objective
A more realistic, comparable understanding of health risks and hotspots — linking exposure to 35 pollutants across air, noise, water and soil to 10 critical health risks.
Format & key features
A modelling framework (coordinated by HMGU in WP3) integrating existing and newly developed epidemiological and toxicological models to evaluate multi-pollutant exposure in cities.
How it connects to the rest of PUREPOLIS
PR3 turns the sensing layer (PR1–PR2) into health evidence, and provides the impact metrics used by the complexity analysis (PR6) and the strategies (PR7).
PR4 - VULNERABILITY FRAMEWORK
What it is
A practical framework to identify who is most vulnerable to pollution and why, taking into account social, economic and spatial factors.
Objective
To help decision-makers target actions where they are most needed and ensure that strategies address inequalities rather than reinforce them.
Format & key features
A framework (led by UTW) combining universal and city-specific vulnerability criteria — socioeconomic status, demographics, exposure, the built environment and public health.
How it connects to the rest of PUREPOLIS
PR4 ensures equity runs through the whole pathway, shaping how health impacts (PR3) and strategies (PR7) are interpreted and prioritised.
PR5 - BEHAVIOURAL FRAMEWORK
What it is
A framework to understand the behavioural drivers that influence exposure and the uptake of measures, such as motivations, barriers, norms and perceptions.
Objective
To support the design of interventions that are not only technically sound, but also feasible, acceptable and effective in real-life contexts.
Format & key features
An analytical framework (led by UTW) examining how psychological, economic, practice-based and legal/regulatory interventions might drive change, tested with case partners.

PR5 feeds the acceptability dimension of measure assessment (PR6) and the co-design of Dynamic Abatement Strategies (PR7).
PR6 - METHODS TO ASSESS THE COMPLEXITY OF ZERO POLLUTION MEASURES
What it is
A set of methods to evaluate measures while acknowledging the complexity of urban systems: uncertainties, context effects, trade-offs and unintended consequences. This includes approaches for health impact assessment, socio-economic assessment and scenario comparison.
Objective
To help cities judge what works, for whom, and under which conditions — using approaches such as WHO-INTEGRATE, the Consolidated Framework for Implementation Research, and the CONSEQUENT framework.
Format & key features
A methodological toolkit applied in workshops with decision-makers and affected stakeholders in both case-study cities.

PR6 is where evidence meets judgement — combining PR3–PR5 to score real measures and feed the strategy design in PR7.
PR7 - DYNAMIC ABATEMENT STRATEGIES (DAS) TOOLBOX
What it is
A toolbox to design and combine solutions into Dynamic Abatement Strategies — integrated packages bringing together technical measures and behavioural-change approaches to reduce pollution while maximising co-benefits.
Objective
To support cities in moving from isolated actions to coherent, evidence-based strategies tailored to local strengths and governance contexts.
Format & key features
A toolbox (with the Healthy Cities Generator) producing bespoke, co-created city strategies, co-designed in the Month-24 workshops and assessed ex-ante.

PR7 is the synthesis layer — turning the assessment methods (PR6) and frameworks (PR3–PR5) into actionable city strategies, visualised in the Digital Twin (PR8).
PR8 - DIGITAL TWIN
What it is
A Digital Twin that brings together data streams and modelling outputs to support scenario exploration and decision-making. It allows cities to visualise and compare options, test combinations of measures, and understand expected impacts across neighbourhoods and population groups.
Objective
To give decision-makers an interactive environment for testing “what-if” scenarios before committing to measures in the real world.
Format & key features
A digital platform (powered by Tree Technology’s predictive models and cloud data lake) interoperable with city platforms — in Valencia, hosted via the European Digital Infrastructure Consortia HQ and Citcom.ai infrastructure.
How it connects to the rest of PUREPOLIS
PR8 integrates the whole project: it consumes PR1–PR7 outputs and renders them as explorable scenarios for policymakers.
PR9 - POLICY REPORTS
What it is
A set of policy-oriented products translating project results into actionable recommendations for public authorities. They support a “Health for All Policies” approach, helping cities integrate pollution and health considerations across sectors and governance levels.
Objective
To ensure project results reach and influence decision-making — at local, regional and European level.
Format & key features
A digital platform (powered by Tree Technology’s predictive models and cloud data lake) interoperable with city platforms — in Valencia, hosted via the European Digital Infrastructure Consortia HQ and Citcom.ai infrastructure.
